As far as i can see, you are hot no matter what temp ;-) :-P

Anyway, we are used to temperatures significantly lower than 37C / 99F. The rate at which the body transfers heat energy to the surrounding air, is proportional to the difference between the 2 temps. If there is no difference, the body is not getting rid of that energy the way it is used to, which makes us feel hotter. With air temperatures below 37C, we can use clothes to reduce the loss of energy, but if it's hotter, clothes will keep the heat out, to some extent.
Personally, I'm dead long before air temp reaches 37C...

Sometimes people feel hot because they are sick/feel sick.

But I bet the user above me can answer this question far better than what I can.
