if your parents do not allow it then take it in a different fashion. Don't call it a date. Just call it a meeting. Talk to that person, meet each other in a group. Once you become frinds and your parents have enough faith in you, you can start dating each other.

Thats what I do.
But then again if they arent then explain to them how u feel or maybe make friends with the dudee and bring him around now and then so ur parents build up some trust in him. then announce how u feel and see how ur parents take it.
