Offer to buy him a drink, if he's over 18.
If he's younger than 18 and u want to go out with him, he probably doesn't want to go out with you otherwise he would have cruised you by now (they'll hit anything on two feet, guy or girl).

Just be yourself. Stay alert and mature. Place yourself in places to find "healthier" dating material. And when on that first or second date, make your intentions clear for the reason you are dating: either casual friendship or the quest for a life-long partnership.

if you`re homosexual, maybe a bit more difficult unless you know the other guy is gay too.
