DigExt; DTS Agent

i have found thousands of requests in my website logs coming from one Ip adress with this agent in the header "Mozilla/4.0 (compatible; MSIE 5.0; Windows NT; DigExt; DTS Agent". note the unclosed parentheses.
is it a spammer??

This User Agent is a spambot and belongs to "Beijing Express Email Address Extractor", it's an illigal mails collector and should be banned.
