a map drawn to scale is a map that is accurate with respect to relative distances. so for example, let's say North St. is 10 miles long and South Street is 6 miles long. further, let's say the map key indicates that one inch = 10 miles. if the map is drawn to scale, south street would be .6 inches and north street would be 1 mile. so, by looking at the map with a compass, you will be able to determine the distance between any two points by multiply the distance on the map by 10.
